Since we have opened up the site, everyone is allowed to start building their characters. Since we are not bound by organizations [yet] you can pretty much start wherever the hell you'd want to. If you are a hollow, you "Could" start in the soul society, though it is not advised, and the same goes for Shinigami in Hueco Mundo. But do keep in mind that you need to stick to the natural rules of Bleach, so make it work the way you want, since whatever you'd want to do, it's up to you to make RP fun for yourself.
